Description: Road Hierarchy Overlay Moreton Bay Regional Council Planning Scheme - www.moretonbay.qld.gov.au/mbrcplanningscheme/Road Hierarchy must be viewed with second dataset which shows the Investigation Corridors. The Road Hierarchy was created using a number of processes, these are outlined below:A complete Road Hierarchy was supplied from ARUP in April 2013 as part of their work on the MBRC Network and Corridor Strategy Plan. The ARUP dataset had some issues which were fixed. The ARUP Road Hierarchy did not contain road names, and did not align well with MBRC Road Centrelines and in some areas was outside of road reserve, so a copy of MBRC Road Centrelines (Sep 2013) was attributed with the ARUP Road Hierarchy using many different steps, this was done in Spatial Request 1309-15-SHMoreton Bay Rail Link (MBRL) future roads with hierarchy were added from MBRL planning work.Future Roads that were identified in MBRC Network and Corridors Strategy (NCS) & PIP Maps were used as alignment for missing future roads in MBRC Road Centrelines.Road Authority of State/Council was determined from 'Classification' attribute field in MBRC Road Centrelines dataset (eg. Classification of DMR = State Authority)Status of Existing/Future was determined by, Future Roads had classification of MBRC/FUTUR, also higher order Hierarchy Roads that did exist but that weren't sealed were given status of Future, roads not contained in MBRC Road Centrelines but that were shown in NCS or PIP Maps or MBRL Local Plan were given status of Future. Some changes to Road Hierarchy were done as part of review in Councillor workshops (Sep 2013).Some changes around Peterson Rd as part of Caboolture West Strategy (Dec 2013).Several changes were applied after workshops with ECM (Oct 2014), key people involved were Wally Wight, Simon Hill, Paul Gleeson, Casandra Smith, Tom Goodhand, Christian Hill, Syd Jerram and Richard McRae. Changes include:Changes to designations where SIP and ECM have mutually agreed on those changes;Changes to designations in accordance with ECM mark-ups where SIP had recommended more extreme changes (In some of these cases SIP has accepted a degree of compromise to the functional criteria as expressed in Appendix A of the draft PSP Integrated Design);Changes to designations of “District Collector” where they were included in that category only by virtue of currently accommodating a bus route, but do not otherwise perform a district collector function; Changes to designations of “Local Collector” where they provide a purely local access function, rather than a collector function (Most of these were picked up in both the ECM and SIP mark-ups, but a few had escaped the net); andChanges to designations (and/or inclusion of “proposals” or “investigations”) as dictated by local area master planning. Particular attention was paid to areas included in “Urban” or “Next Generation” land use designations where development is anticipated in the short to medium term to ensure that the road designations are compatible with the codes for those localities.Standard Overlay Attribute Fields have been added as part of the Queensland Planning Provisions Guidelines Ver 3: www.dsdip.qld.gov.au/statewide-planning/queensland-planning-provisions.htmlThese include:LGA_CODE (based on cadastre supplied by DNRM)5010CAT_DESC (describe a category for the overlay, existing or unique)Infrastructure CategoryOVL_CAT (specify a three letter code for the overlay category, existing or unique)INFOVL2_DESC (describe the new identified theme)MotorwayArterialSub-ArterialCollectorAccessOVL2_CAT (specify a new seven character unique code for the theme)INF_MWYINF_SCRINF_SARINF_CRINF_AROM_Category is a field added by MBRC for mapping and displaying in the Legend, it is integer based so allows analysis using intersect where multiple categories may be intersected the Maximum or Minimum value can be used to identify the highest constraint for a parcel of land.Look Up TableOM_CategoryMap Legend221Motorway222State Controlled Arterial223Council Arterial224Proposed Arterial225State Controlled Sub-Arterial226Council Sub-Arterial227Proposed Sub-Arterial228District Collector229Proposed District Collector230Local Collector231Proposed Local Collector
